America, Are We Still Generous?

Are we applying for government help because we can or because we really need it?
It is something to apply for unemployment benefits, food stamps, government supported healthcare and other services because you just lost your job and that's what people do when they loose their job. It is a completely different story when you apply for these benefits because you lost your job, tried everything that you could, sold everything that you could, have no support whatsoever, and really need the help.
These are two philosophies and I understand why they both make sense, but at times as difficult as they are these days, are we thinking? Are we being fair?
